Grantee Resources

Once NBRC funding has been approved, grantees will work with their Local Development District and/or NBRC staff throughout the duration of the project. The following resources include required forms and documents to help grantees remain in compliance.

NBRC Compliance Manual
This manual covers compliance for projects funded by the Northern Border Regional Commission’s three competitive grant programs.

Grants Management System (GMS) Toolkit
For organizations who have received NBRC awards from 2024 onward, this step-by-step technical manual should be used alongside the Compliance Manual for most grant administration needs. It includes project initiation, grant agreements, reimbursements, reporting, amendments, and more. (Please only submit reports (SF425/SF-PPR's) via the GMS, unless you are managing other awards prior to 2024.)

Partial Notice to Proceed Request Form
All grantees must receive a Partial or Full Notice to Proceed before they can commit or expend any NBRC funds or match that are part of the NBRC funded project.

NEPA Intake Form
The National Environmental Policy Act (NEPA) requires that federal agencies consider the potential environmental impacts of their actions before implementation or spending funds on the proposed action. You must complete this initial NEPA Intake Form as part of your NBRC application to provide NBRC Staff with project information relevant to the NEPA process. Indirect Cost Certification
This certificate must be signed on behalf of the grantee by its documented Authorized Official, as reflected in NBRC’s project files, and submitted with each request for reimbursement (SF270) that includes indirect costs.
